I'm currently experiencing an unusual issue on Windows 11 where Microsoft apps, such as the control panel, Excel, and photo viewer, mistakenly interpret continuous scrolling from the scroll wheel. Interestingly, this problem does not occur in non-Microsoft applications that also utilize the scroll wheel. I've already attempted various troubleshooting steps, including a clean boot in safe mode (minimal), disconnecting the keyboard, switching to a different mouse, reinstalling mouse drivers, and disabling the mouse option for scrolling over inactive windows. Surprisingly, the issue persists despite these efforts. Strangely, there haven't been any recent updates according to my Windows update history. Although I'm hesitant to proceed with a full Windows reinstall or PC reset due to the inconvenience of reinstalling multiple applications, I'm open to suggestions
